Introduction
To regulate, monitor and enforce the safe transport of dangerous goods by air in accordance with the ICAO Technical Instructions and the Civil Aviation Regulations of 2011.
To promote aviation safety and a culture of awareness for the safe transport of dangerous goods by air.

Oversight

Oversight: Plan and execute inspections in accordance with SACAA Safety and Security Oversight Policy and ISO Procedures to assess compliance/non-compliance.

Make recommendations to clients in order for them to improve on operating standards.

Administration and Research

General office administration.
Implementation and maintenance of database.
Correspondence.
Research of National and International trends.

Enforcement

Investigate dangerous goods incidents and undeclared/mis-declared dangerous goods consignments reported to CAA.
Follow-up on all noted non-compliance's and report all major and severe to the Enforcement Committee.

Amendments to Regulations

Based on SARPS and CARS proposed new and amended legislation is drafted.
Part 141 Approval and Approval of Flight Ops Manuals
Part 141 - Assess applicants Manual of Procedure, Curriculum and Training Material in accordance with relevant Regulations.

Flight Operations Manual - Evaluate compliance of Flight Operations Manual and make recommendations as to approval.
Process Exemption and Special Approval Applications
Process application in accordance with ICAO TI and ICAO TI (Supplement).

Follow requirements of ISO
Procedures (E.G. Review Board Report; Distribution sheet; Payment with application).
Submit an approval letter with recommendations to the Director for consideration.
Communication and Safety PromotionTo project a satisfactory image of the SACAA to all stakeholders.
To provide industry feedback to the Authority.

Requirements
National Diploma / or Relevant NQF Level 6 Tertiary Education and Dangerous Goods Courses or Basic Aviation Security Courses
3 Year Aviation Safety or Security related experience
